> In Grande-Vallée, construction of 24 modular units starts October 19, 30 modules arrive from November 16, and tenants are expected in summer 2027.

> **In brief:** Grande-Vallée modular housing, in the Gaspésie: construction of 24 units starts on October 19, 2026. Thirty modules are expected from the week of November 16, the structure is due to be closed in before year end, and tenants could move in in June or July 2027. When the project was announced in August 2025, Quebec was aiming for delivery in summer 2026, so the real timeline is about a year longer. Here is what that says about the actual pace of a prefabricated PHAQ project for a small municipality.

A 24-unit project in a Gaspésie village, funded by the Société d'habitation du Québec (SHQ) and built in modules, goes from announcement to site in fourteen months. The next step, setting the modules, takes only a few weeks. That is the most useful lesson of the [October 15 report by TVA CIMT CHAU](https://cimtchau.ca/nouvelles/grande-vallee-le-chantier-pour-les-24-logements-abordables-bientot-lance/): in modular, it is not the site that takes time, it is what comes before it.

## Grande-Vallée modular housing: what happened

According to TVA CIMT CHAU, the 24-unit project at 16 route de la Rivière is about to start. The article gives a precise schedule:

- **October 19, 2026:** the general contractor takes over the site. Its equipment, including excavators, arrives the following week.
- **From the week of November 16:** delivery of the 30 modules that make up the building.
- **Before the end of 2026:** the structure is to be closed in, meaning protected from rain and snow.
- **Spring 2027:** interested people will be able to apply to rent through the COFA de Grande-Vallée.
- **June or July 2027:** tenants may move in.

The SHQ is providing financial support, but the story gives no amount. It does not say who owns the building or what delayed the start. An official announcement is expected in the coming weeks, and more details will follow, the outlet says.

## The 2025 project: what was promised

Grande-Vallée is not an isolated project. On August 22, 2025, the governments of Quebec and Canada [announced the first 11 projects](https://www.quebec.ca/nouvelles/actualites/details/construire-autrement-et-plus-rapidement-la-voie-du-hautement-prefabrique-est-maintenant-tracee-64692) of the highly prefabricated multi-unit initiative, since folded into Stream 3 of PHAQ: 336 units in all. The COFA de Grande-Vallée was on the list for 24 units, in the Gaspésie-Îles-de-la-Madeleine region.

The announced deadline was clear. The joint release said the eleven projects ["will be delivered in summer 2026"](https://www.quebec.ca/nouvelles/actualites/details/construire-autrement-et-plus-rapidement-la-voie-du-hautement-prefabrique-est-maintenant-tracee-64692). The same release said five consortia had been qualified, each combining a contractor, a manufacturer, an architect and an engineering firm, and that the pairings with projects would be confirmed in the following weeks.

In Grande-Vallée, delivery is now June or July 2027. The gap with "summer 2026" is about a year, our own calculation from those two dates. The story does not say why, and it would be wrong to assign a cause.

## Why a prefabricated project still takes time

The [Stream 3 page](https://www.quebec.ca/habitation-territoire/construction-renovation/construction-logements-abordables/programme-habitation-abordable-quebec/volet-3-initiative-multilogements-hautement-prefabriques) on Quebec.ca describes a selected project's path, and every step comes before the site.

1. **The status letter.** The applicant receives a letter within 90 business days of the call closing.
2. **The documents.** The selected applicant supplies the required documents and signs a realization and operation agreement, a condition of the grant.
3. **The pairing.** The SHQ matches the project with a design-builder chosen in the fall 2024 qualification call.
4. **Design and manufacture.** Plans are adapted to a reference model, then the modules are produced in a factory.

Foundations and services also have to be ready when the modules arrive, though the page does not describe that step.

None of this is specific to Grande-Vallée. For a small organization, each step takes time and skills.

## Paspébiac, a neighbouring case with more detail

Another project in the same cohort, in Paspébiac, shows what can slow a start. [Radio-Canada reported](https://ici.radio-canada.ca/nouvelle/2253125/logement-abordable-construction-prefabrique-paspebiac) that the town had to move its 24 prefabricated units. A notary review had found a problem with the original site on rue Maldemay: a long-term lease between the town and the school service centre blocked a quick transfer. To keep provincial funding, the construction contract had to be signed before July 31.

The town was eyeing a new lot on rue Saint-Pie-X, where a former rink stood. It had offered $80,000 and paid about $10,000 for a soil study. Radio-Canada added that a $400,000 gap had already delayed the project, because construction costs in the region exceeded forecasts. The deadline to order modules from the factory had passed, and delivery was hoped for in 2027. Vacancy in Paspébiac is close to 0%, the outlet also reports.

We are not saying Grande-Vallée had the same problems: the story does not specify. Paspébiac simply illustrates the two classic start-up risks: the site and the cost gap. Our article on [transferring municipal land to a nonprofit](https://modulairequebec.ca/en/municipalites/municipal-land-nonprofit-housing-quebec) covers the first, and the one on [the municipal contribution](https://modulairequebec.ca/en/municipalites/municipal-contribution-phaq-calculation-examples) the second.

## What Grande-Vallée's schedule shows for a modular project

### Site weeks are short

Between the delivery of the 30 modules, from November 16, and closing in the structure before year end, the article leaves about six weeks. That is the central argument for prefabrication: the longest part of the construction happens in the factory while the foundations are prepared, and the building is sheltered before the Gaspésie winter. Our pages on [Quebec factories that build in winter](https://modulairequebec.ca/en/fondamentaux/quebec-factories-build-homes-winter) and on [the timeline of a modular project](https://modulairequebec.ca/en/commercial/timeline-schedule-modular-project-quebec) detail that logic.

### The delay is decided before, not during

A 24-unit project whose delays come from upstream (site, design, signing) gains nothing from faster modules. For a municipality that shifts the effort: it is the preparation of the site, the zoning and the municipal contribution that shortens the schedule, not the choice of material.

### One cohort, different paces

The 11 projects of 2025 are not moving at the same pace. Projet Acadie in Montreal [is already installed](https://www.quebec.ca/habitation-territoire/construction-renovation/construction-logements-abordables/programme-habitation-abordable-quebec/volet-3-initiative-multilogements-hautement-prefabriques), according to the Quebec.ca page, and our article on [Acadie in under 12 months](https://modulairequebec.ca/en/obnl/projet-acadie-montreal-modular-12-months) tells how it was built. Others, like Paspébiac and Grande-Vallée, run into 2027. For the overall picture, see our articles on [the first 336 units](https://modulairequebec.ca/en/obnl/336-prefab-housing-units-summer-2026-quebec) and [the bet on 500](https://modulairequebec.ca/en/obnl/quebec-500-prefab-housing-bet-town-by-town).

## What municipalities and nonprofits can take from it

1. **Plan in years, not seasons.** From announcement to move-in, a Stream 3 project took close to two years here. A rent promised "for summer" should be read as a target, not a date.
2. **Settle the site first.** Clear title, compliant zoning, services nearby. That is the step Paspébiac had to redo.
3. **Ask the sponsor for a schedule announcement.** A nonprofit that says "spring 2027" for rental applications gives its community an honest marker.
4. **Do not count on a single project.** Municipalities that [pool their needs](https://modulairequebec.ca/en/obnl/sde-478-modular-housing-units-eastern-quebec) spread schedule risk across several sites. Our [small-municipality housing guide](https://modulairequebec.ca/en/municipalites/affordable-housing-small-municipality-guide-2026) and our piece on [municipalities that landed buildings](https://modulairequebec.ca/en/obnl/dear-municipality-affordable-housing-starts-in-your-backyard) give examples.

For regional context, our [Gaspésie-Îles-de-la-Madeleine overview](https://modulairequebec.ca/en/obnl/modular-housing-gaspesie-iles-de-la-madeleine) lists projects under way, and our [funding guide](https://modulairequebec.ca/en/obnl/funding-affordable-modular-housing-quebec-2026) describes the programs that top up the SHQ grant.
